Is the New Covenant only for Judah and Israel?
Some believe so. They base their reasoning on the bible text which says God would make a new covenant.
"Behold finding fault with them, He says: "Behold the days are coming, says the Lord, when I will make a new covenant with the house of Israel and with the house of Judah." (Heb. 8:6). I would first begin by defining "tongues" as used
in the Bible. The meaning of speaking in tongues in
the Bible is "language," implying a foreign language.
It is nothing mysterious, just a simple, communicable
language. You may recall up to the time of the tower
of Babel, all men spoke one language.
God created multiple languages so that men would be
scattered, unable to communicate as one, like they
did originally and therefore render them incapable
of continuing to build the tower due to this language
barrier. Hence, they were scattered throughout the
earth according to the commonalities of language.

In seeking to answer the question, Was 1948 the Regathering
of Israel in Bible Prophecy?, it is necessary to gather a bit of
history of Israel.
Israel, the ancient nation of the Bible apostatized during the
days of Jeroboam. After King Solomon’s death, God tore
Israel (the 10 northern tribes) from the house of David.

Leaving the commandments of God,
Making a molded image and two calves
Making a wooden image
Worshiping all the host of heaven (sun, moon, stars, etc)
Serving Baal
Child sacrifices
Practicing witchcraft and soothsaying
Selling themselves to do evil provoking God to anger
